After reading above information, if you still think that program is not adjusting your bids correctly, then,
-Please check if you have any "green coloured" or "yellow coloured" columns under the "New Bid" column and see if they have changed according to the bidding algorithm.
-Please go to your "Account Settings / Options" and check to see if you have selected the correct options for your bidding strategy.
-Please check if the "Do not update bids if the keyword doesn't have any impression" Option is checked or not. you can access it from goin to "Account settings" by double clicking on the specific account from the left "Accounts" panel, then go to "Options" tab. if this option is ticked, the program will not update any keywords that do not have any bids. this is beneficial if you running the scheduler on a less that 12 hours interval. if not, make sure this options is un-ticked.
-Check if you have any Average Position data under "Avg Pos" column.
